Tiered compliance model
A trust ladder in which each player sits at a tier that decides what they may do: how much they can deposit, whether they can withdraw, and which checks must clear before the tier changes. It replaces case by case judgement with a rule the platform can enforce.

What it means for an operator
The alternative is a support queue making compliance decisions one player at a time, inconsistently, with no record of why. That is the pattern regulators find during a review.
Scalara runs five tiers from T0 to T4, with thresholds configured per brand so a strict market does not inherit the settings of a permissive one. The wallet consults the tier before it moves money, so the rule is enforced rather than advisory.
