What it means for an operator
The distinction operators miss is liability. In a network pool the studio or aggregator usually carries the prize and the operator contributes. In a local pool the operator carries it, and needs to account for a growing obligation that could be won at any moment.
Read the contribution rate and the liability terms before merchandising a jackpot heavily. It is an accounting question, not a marketing one.
